Tématem diplomové práce je europeizace české politiky životního prostředí před vstupem země do Evropské unie (EU). V první kapitole je nastaven teoretický rámec, který je uplatněn v rámci následného výzkumu. Kromě vývoje teorie europeizace a nástinu současných směrů výzkumu kapitola poskytuje několik definic europeizace. Důraz v rámci kapitoly je kladen na specifické aspekty europeizace členských a kandidátských zemí v oblasti environmentální politiky, především na problematiku kondicionality (podmíněnosti) členství v EU. V dalších dvou kapitolách se diplomová práce zaměřuje na dvě hlavní oblasti politiky životního prostředí, které procházely ve zkoumaném období nejvýraznějšími reformami. První oblastí je přijímání environmentálního acquis communautaire a druhou oblastí jsou reformy administrativy, která je zodpovědná za implementaci a posilování legislativy EU. V práci je argumentováno, že europeizace hrála zásadní roli v transpozici environmentálního acquis do českého právního řádu. Kondicionalita však měla limitovaný vliv z hlediska implementace a posílení politiky životního prostředí, jelikož europeizace nebyla schopna zajistit hlubší strukturální reformy české administrativy. To se projevilo například nedostatečnou decentralizací a omezeným zapojením veřejného sektoru do politického procesu.Presented thesis is concerned with the Europeanization of environmental policy of the Czech Republic before the country?s admission to the European Union (EU). The first chapter offers theoretical framework applied in the following research. Apart of the theory of the Europeanization and the summary of contemporary fields of research the chapter presents various definitions of the Europeanization. Specific aspects of the Europeanization of environmental policies in the EU candidate countries are emphasized in the chapter, as well as the EU conditionality of membership applied on the candidate countries. The following two chapters are oriented towards two main areas of Czech environmental policy which went through the most radical reforms in the analyzed period. The first area is the harmonization of the environmental acquis communautaire and the second field of research is the reform of the administration responsible for the implementation and enforcement of EU environmental legislation. The thesis argues that the Europeanization was essential for the transposition of the environmental acquis to the Czech legal order. However the Europeanization had only limited impact considering the implementation and enforcement of the environmental policy. It didn?t succeed in achieving deep structural reforms of the Czech administration. This can be illustrated by the limited decentralization reform and the insufficient involvement of the public sphere in the policy-making process.
