Práce je zaměřena na problém ohrožených dětí v české společnosti. Existence ohrožených dětí vyvolala potřebu vytvořit systém péče o tyto děti. Systém v ČR ve srovnání s vyspělými zeměmi je stále hodnocen velmi kriticky, proto práce vychází z hypotézy, že systém péče o ohrožené děti neodpovídá běžnému standardu a možnostem péče o ohrožené děti v jiných zemích v rámci EU. Práce je rozdělena na část teoretickou a praktickou. Teoretická část se zaměřuje na popis stávajícího stavu systému péče o ohrožené děti v ČR, jeho administrativního a institucionálního rámce včetně rozboru legislativy, která se této problematiky týká. Dále pak se v této části práce věnuje sociálním pracovníkům, jejich postavení v systému péče o ohrožené děti, tomu, jaká je jejich úloha v tomto systému. V závěru teoretické části se práce zabývá nutností transformace systému a nastíněním možností, které tato změna přinese. Vzhledem k tomu, že jedním z pilířů transformace systému jsou orgány sociálně-právní ochrany dětí, prostřednictvím kterých se především realizuje státem garantovaná ochrana dětí, cílem praktické části bylo zmapování současného stavu a získání přehledu o nejzávažnějších problémech, které se týkají orgánů sociálně-právní ochrany dětí.This thesis is focused on the problem of threatened children in the Czech society. Threatened children presence caused the need of a system of care for these children. System of care in the Czech Republic, in comparison with advanced countries, is still assessed very critically, that's why the thesis work on the presumption that system of care for threatened children does not comply with general standard and threatened children care options in the other states of EU. The thesis consists of two parts, theoretical and practical. Theoretical part is aimed at the description of existing system of care for threatened children in the Czech Republic, its administrative and institutional framework including analysis of legislative concerning these problems. Furthermore, this part deal with social workers, their position and role in above mentioned system. The end of theoretical part addresses both the necessity of system transformation and an outline of possibilities produced by this change. Considering that the authorities of social-law child protection, through which the child protection guaranteed by the state is realised primarily, are one of the pillars of system transformation, the aim of practical part was mapping out the current state, and to gain knowledge of the most important issues related to the authorities of social-law child protection.
