Diplomová práce popisuje Novou transatlantickou agendu jako dokument, který představuje významný milník transatlantických vztahů. Charakterizuje její hlavní aktéry a mechanismy spolupráce se zaměřením na transnacionální úroveň. Podává teoretické vymezení konceptu vládnutí a jeho jednotlivých úrovní, konkrétně mezivládní, transvládní a transnacionální. Ty se následně snaží aplikovat na transatlantické vztahy i s popisem zapojených aktérů. Popisuje Transatlantickou deklaraci, která předcházela uzavření samotné Nové transatlantické agendy a uvádí příčiny, které vedly k jejímu vypracování. Přináší detailní popis agendy a jejich jednotlivých obsahových částí. Konkrétně se soustředí na čtvrtou část samotné agendy "budování mostů přes Atlantik", zastoupenou občanskými dialogy, které byly vytvořeny v rámci navázání vazeb mezi občany. Popisuje jejich mechanismy spolupráce a zapojené aktéry na jednotlivých úrovních vládnutí. Následně podává doporučení jak pro Novou transatlantickou agendu, tak i jednotlivé dialogy za účelem posílení jejich dalšího vývoje a efektivního fungování. Jejím cílem je zjistit, zda vytvořené mechanismy a zapojení aktéři v rámci transnacionální úrovně přispěli k posílení vzájemné spolupráce, což její závěr potvrzuje.Thesis describes the New Transatlantic Agenda as a document which represents a significant milestone of transatlantic relations. It characterizes its main participants and mechanisms of cooperation with focus on transnational level of governance. It provides theoretical definition of the concept of governance and its individual levels, specifically the intergovernmental, transgovernmental and transnational. It tries to apply them on the transatlantic relations together with the involved participants. It describes the Transatlantic declaration, which preceded the conclusion of the New transatlantic agenda and states the reasons which led to its creation. It brings a detailed description of the agenda and its individual parts of content. It specifically focuses on its fourth part "building bridges across Atlantic", represented by the civil dialogues which were created within the people-to-people links. It characterizes their mechanisms of cooperation and involved participants on particular levels of governance. Consequently it provides recommendations not only for the New transatlantic agenda, but for the dialogues as well in order to strengthen their next development and efficient functioning. Its aim is to find out if the created mechanisms and involved participants under the transnational level contributed to the enhanced mutual cooperation which is confirmed in its conclusion.
