Tato diplomová práce se zabývá dynamikou institucionálního vývoje Evropské agentury pro pohraniční a pobřežní stráž, známé jako Frontex. Práce se zaměřuje na klíčové okamžiky a legislativní změny, které formovaly vývoj agentury Frontex, zejména na dopady významných událostí, jako jsou teroristické útoky 11. září 2001 a migrační krize v roce 2015. Studie využívá teoretického rámce historického institucionalismu k pochopení, jak vnější šoky a vnitřní politické změny ovlivňují strukturu a funkci agentury. Prostřednictvím analýzy klíčových nařízení, včetně zavedení týmů pro rychlé zásahy na hranicích (RABIT) a transformace na Evropskou agenturu pro pohraniční a pobřežní stráž, práce zdůrazňuje interakci mezi členskými státy Evropské unie a agenturou Frontex při řízení bezpečnosti hranic a migrace. Zjištění naznačují, že ačkoli Frontex získal větší autonomii a operační kapacity, stále čelí výzvám spojeným s kooperací členských států a vyvažováním národní suverenity s integrací na úrovni EU. Tento výzkum přispívá k širší diskuzi o evropské integraci a roli nadnárodních agentur při řešení nadnárodních problémů.This thesis examines the institutional development dynamics of the European Border and Coast Guard Agency, commonly known as Frontex. It delves into the critical junctures and legislative changes that have shaped Frontex's evolution, particularly focusing on the impact of significant events such as the 9/11 terrorist attacks and the 2015 migration crisis. The study employs a historical institutionalism framework to understand how external shocks and internal policy shifts influence the agency's structure and function. Through an analysis of key regulations, including the establishment of rapid border intervention teams (RABIT) and the transformation into the European Border and Coast Guard Agency, the thesis highlights the interplay between European Union member states and Frontex in managing border security and migration. The findings suggest that while Frontex has gained increased autonomy and operational capacity, it continues to face challenges related to member state cooperation and the balancing of national sovereignty with EU-level integration. This research contributes to the broader discourse on European integration and the role of supranational agencies in addressing transnational issues.
