Diplomová práce se zabývá tématem pirátství, a to v oblasti Afrického rohu a Guinejského zálivu, a zapojení Evropské unie do boje proti němu. Cílem práce je komparace boje EU proti pirátství v těchto dvou afrických regionech. Práce uvádí do nezbytného kontextu problematiky v globálním měřítku i v konkrétních zkoumaných oblastech. Následně analyzuje kroky protipirátské strategie EU, a to jak v oblasti nástrojů tvrdých, tedy nasazení vojenských sil, tak také měkkých aktivit zaměřených spíše na mentoring, trénink a rozvoj místních kapacit. Text dále uvádí, jak EU v porovnávaných oblastech spolupracuje s ostatními subjekty, které se do řešení situace zapojují. Nakonec práce tyto uvedené unijní aktivity porovnává a hodnotí, zda a jakým způsobem se strategie EU v boji proti pirátství na Rohu Afriky a v Guinejském zálivu vyvíjely, jak a případně proč se liší a jaká je jejich efektivita s ohledem na výsledky.The thesis deals with the topic of piracy in the Horn of Africa and the Gulf of Guinea and the involvement of the European Union in the fight against it. The aim of the thesis is to compare the EU fight against piracy in these two African regions. The thesis introduces the issue to the necessary context on a global scale and in specific research areas. Subsequently, it analyses the steps of the EU anti-piracy strategy, both in the field of harsh implements, i.e. the deployment of military forces, as well as soft actions aimed at mentoring, training and developing of local capacities. The text also explains how the EU works/collaborates with other actors involved in addressing the situation in the examined areas. Finally, the work compares these EU activities and assesses whether and how the EU strategies in the combat against piracy in the Horn of Africa and the Gulf of Guinea have evolved, how and why they differ and how effective they are in terms of results.
