Disertační práce pojednává o vlivu bezpečnostních hrozeb, kterým čelily jednotlivé izraelské vlády v období let 2006-2016, na intenzitu oficiálních diplomatických vztahů mezi Izraelem a Českou republikou. Hrozby izraelské národní bezpečnosti jsou analyzovány v pěti geografických oblastech: jižním Libanonu, pásmu Gazy, Západním břehu Jordánu, Sinajském poloostrově a Golanských výšinách. Tato zjištění jsou následně aplikována na izraelsko-českou bilaterální relaci v úrovni intenzity oficiálních diplomatických návštěv. Cílem práce je objasnit, jakým způsobem zhoršená bezpečnostní situace v Izraeli ovlivňuje izraelské a české aktéry oficiálních diplomatických vztahů ve vzájemných interakcích. Práce je rozdělena do čtyř hlavních kapitol. V první z nich je představen teoreticko-metodologický rámec, který je založen na konceptu centrality národní bezpečnosti a konceptu oficiální diplomacie. Druhá kapitola ilustruje historickou úlohu konceptu centrality národní bezpečnosti v procesu tvorby izraelské zahraniční politiky. Třetí kapitola je vystavěna na systematické analýze úrovně jednotlivých bezpečnostních hrozeb, kterým v letech 2006-2016 postupně čelil kabinet Ehuda Olmerta a tři po sobě jdoucí kabinety Benjamina Netanjahua. Poslední kapitola se soustředí na dopady bezpečnostních hrozeb na charakter izraelsko-české bilaterální relace. V rámci komplexní analýzy této relace neopomíjí ani na pohled českých aktérů oficiální diplomacie na vztahy s Izraelem. Práce se snaží vnést nový pohled do oblasti výzkumu bilaterálních vztahů mezi oběma zeměmi, přičemž klade důraz na izraelský úhel pohledu. Všímá si prohlubující se asymetrie v izraelsko-české bilaterální relaci a pokouší se objasnit, za jakých podmínek k ní nejčastěji dochází.This doctoral thesis discusses the impact of Israel's security threats on the intensity of Israeli-Czech official diplomatic relations in the period of 2006-2016. Israel's security threats are subject to analysis in five geographic areas: South Lebanon, the Gaza Strip, West Bank, Sinai Peninsula, and the Golan Heights. The level of security threats is subsequently compared with the frequency of official diplomatic visits occurring between Israel and the Czech Republic in the given time period. This thesis' research objective is to analyse whether a worsening level of Israel's security threats has a negative effect on bilateral interactions between Israel and the Czech Republic in the field of official diplomacy. The thesis consists of four main chapters. Chapter One presents key theoretical models, in particular the concept of centrality of national security and the concept of official diplomacy. Chapter Two focuses on the historical role of national security in Israeli foreign policy and demonstrates its implications on Israel's bilateral and multilateral relations. Chapter Three is dedicated to an in-depth analysis of Israel's major security threats faced by the government of Prime Minister Ehud Olmert and three consecutive governments of Prime Minister Benjamin Netanyahu in the period of 2006-2016. Lastly, Chapter Four investigates the impact these security threats on Israeli-Czech relations. In this research, due to the complex nature of bilateral relations, positions of key Czech diplomatic actors towards Israel are also taken into consideration. The thesis emphasizes Israel's perspective on bilateral relations with the Czech Republic while attempting to put aside a traditional "Czech-centric" research focus. It also deals with the growing asymmetry in the Israeli-Czech relations and investigates key mechanisms behind this asymmetry.
