Tématem bakalářské práce je bezpečnost České republiky s ohledem na problematiku mimořádný stavů, které jsou zde vyhlašovány. Práce vymezuje samotný pojem bezpečnosti, jako i bezpečnost a obranyschopnost České republiky. Mimořádné stavy jsou vymezeny souvisejícími pojmy jak v obecné, tak konkrétní rovině. Zabývá se právní úpravou bezpečnosti i mimořádných stavů v České republice a upozorňuje na některé nedostatky a návrhy řešení. Bakalářská práce rozebírá jednotlivé mimořádné stavy, které se vyhlašují v České republice. V neposlední řadě uvádí dvě situace. První situací je stav, kdy byl na území ČR vyhlášen. Druhá situace se týká muničních skladů ve Vrběticích, kde vzniká rozpor, zda měl být vyhlášen mimořádný stav. Cílem práce je zjistit, jestli právní úprava České republiky poskytuje dostatečné mechanismy a nástroje k řešení mimořádných situací.The subject of the Bachelor Thesis is security of the Czech Republic with regard to states of emergencies which are declared here. The Thesis specifies a separate concept of security as well as security and defensive capacity of the Czech Republic. States of emergencies are specified by interrelated concepts in general terms as well as in specific terms. It deals legal base of security and states of emergencies in the Czech Republic. The last but not least are imparted two situations. The first one is the situation when the state had been declared in the Czech republic. The second one refers to the ammunition warehouses at Vrbětice where a dispute exists whether the state of emergency should have been declared or not. An aim of the paper is to find whether legislation basis of the Czech Republic provides sufficient mechanisms and instruments to solve emergency situations.
