Tato diplomová práce se věnuje srovnání volebních systémů do parlamentu ve vybraných zemích, kterými jsou ČR, Slovensko a Polsko. V první kapitole se zabývám volbami a volebními systémy v obecném pohledu, tedy problematikou společnou všem zkoumaným zemím. Následující kapitoly již věnuji přímo komparaci volebního procesu. Druhá kapitola řeší problematiku vyhlašování voleb a volebních obvodů. V této zkoumané části se nejvíce odlišuje Slovensko, jak v otázce vyhlašování voleb, tak v problematice volebních obvodů. Třetí kapitola se zabývá kandidátními listinami a procesem registrace kandidátů. Zaujala mě zde možnost zakotvená v polském volebním systému, kdy je připuštěno, aby mohli samostatně kandidovat nezávislí kandidáti, aniž by byli uvedeni na kandidátní listině politických stran. Ve čtvrté kapitole se věnuji samotnému volebnímu aktu, tedy způsobu hlasování. Zejména jsem zkoumal možnosti korespondenčního hlasování, zvláště volbu poštou. Tu mají upraveny všechny zkoumané země, vyjma České republiky, proto by bylo vhodné tento nedostatek napravit. Polsko je v této oblasti velice pokrokové a moderní, neboť zakotvilo i volbu pomocí zmocněnce. Jsem však toho názoru, že u tohoto institutu převažují spíše zápory, než klady. Proto mám za to, že není příliš vhodné tento institut převzít i do českého volebního systému. Uzavírací klauzule je ve své základní výši zakotvena shodně, v případě koalic se však její výše liší. Poslední kapitolu jsem věnoval skrutiniu a vyhlašování výsledků voleb. Musím konstatovat, že všechny volební systémy jsou mírně nastaveny ve prospěch velkých a středních politických volebních subjektů, jak to vyplývá z analýzy volebních výsledků.This thesis examines the comparison of the parliamentary voting systems in the chosen states. Those states are the Czech Republic, the Slovak Republic and the Republic of Poland. The first chapter deals with elections and electoral systems from the general perspective, i.e. the issues all the examined states have in common. The following chapters are already devoted to the comparison of the voting process. The second chapter deals with the issues of declaring the elections and the voting districts. In this part of the research, it is Slovakia that differentiates itself from the others the most, both on the issue of voting districts and declaring elections. The third chapter is concerned with the lists of candidates and the process of candidate registration. An option embedded in the polish voting system caught my interest. It is allowed for the independent candidates to be nominated without being listed on a list of candidates of a political party. I devoted the fourth chapter to the act of voting itself, more specifically to the manner of voting. First and foremost, I was researching the options for the remote voting, particularly the postal voting. All of the examined states do have this option, except for the Czech Republic, that is why it would be advisable to rectify this shortage. Poland is very progressive and modern in this matter since it introduced even voting through a proxy. I am of the opinion, that this institute brings with itself more negatives than positives and that is why I believe it would not be beneficiary to implement it in the Czech voting system. The electoral threshold is set equally in its basic amount, it is different, though, in the case of coalitions. The last chapter is concerned with the vote counting and declaring the results of the election. I have to state that all the researched voting systems are set in a way to benefit the average and large political parties, as it is showed in the analysis of the results of elections.
