Diplomová práce se zabývá procesem tvorby územního plánu a ochranou zemědělského půdního fondu v rámci tohoto procesu. Cílem práce bylo zhodnotit průběh tvorby Územního plánu Olomouc z roku 2014 a ochranu zvoleného veřejného zájmu. Za pomoci teoretických vědeckých metod jsem došla k závěru, že pořizovatel postupoval v souladu se zákonem a na změny právní úpravy se mu podařilo bez potíží reagovat. Oprávněné osoby se k ochraně zemědělského půdního fondu příliš nevyjadřovaly, na druhou stranu přístup orgánu ochrany zemědělského půdního fondu byl aktivní. Nejčastěji vytýkal nedodržování zásad ochrany zemědělského půdního fondu a nedostatky v odůvodňování. Zejména díky němu se podařilo snížit rozsah nově navrhovaných zastavitelných ploch a dá se proto konstatovat, že dotčený orgán byl při poskytování ochrany zemědělského půdního fondu úspěšný.The thesis focus on town planning process and protection of agricultural land resources within this process. The main aim of the thesis was to evaluate the formation of Olomouc town plan from 2014 and the protection of elected public interest. With the help of theoretical scientific methods I drew the conclusion that the maker of town plan acted in accordance with the law and that he managed to react to changes of legislation without any difficulty. Eligible persons didn´t express their opinion of protection of agricultural land resources too much, on the other side approach of the protection of agricultural land resources authority was really active. Most frequently it criticized non-compliance with principles of protection of agricultural land resources and shortcomings in justifying. Especially thanks to him it managed to reduce the extent of newly proposed building sites and it can therefore be concluded that the respective authority has been successful in providing protection to agricultural land resources.
