Diplomová práca pojednáva o problematike "čiernych" stavieb v rámci českého právneho systému. Vychádza zo zákona č. 183/2006 Z. z., o územnom plánovaní a stavebnom poriadku (stavebný zákon), v znení neskorších predpisov, zmeneného novelou účinnou od začiatku roku 2013 . Definuje pojem stavba a "čierna" stavba a zameriava sa na popis organizácie orgánov verejnej správy na stavebnom úseku a na postupy súvisiace s povoľovaním stavieb, zisťovaním nepovolených stavieb a možné postupy riešení a postihov po zistení nepovolenej stavby.The diploma thesis deals with the issue of "black" construction in the Czech legal system. It is based on the Building Act N° 183/2006 Coll. on Territorial Planning and Building Regulations and on Changes and Supplements to some Acts changed by the amendment which is effective from the beginning of the year 2013. The thesis defines such notions as construction and "black" construction and it aimes at the description of the organization of public administration in the construction field and the procedures and sanctions used for authorizing constructions after detection of unauthorized buildings.
