Tato bakalářská práce se zabývá územním členěním České republiky pro státní správu přímou, která je vykonávána územními odbornými správními úřady, a pro státní správu nepřímou, která je vykonávána územními samosprávnými celky. Konkrétně jsou zde nastíněny problémy, které jsou spojeny s aktuálním stavem tohoto členění. V první části práce jsou vymezeny pojmy veřejnoprávního základu a historický vývoj veřejné správy ve vztahu k územnímu členění státu. Dále je zde charakterizována reforma veřejné správy po roce 1989 a její jednotlivé fáze. Další část se zabývá výkonem státní správy přímé a státní správy nepřímé. Poslední část práce se věnuje aktuálnímu územně správnímu členění České republiky. Jsou zde popsány problémy spojené s aktuálním stavem a varianty budoucího řešení územně správního členění státu podle Návrhu věcného záměru zákona o územně správním členění státu.This bachelor thesis deals with the territorial division of the Czech Republic for a direct state administration, which is performed by specialized territorial administrations and for indirect state administration, which is performed by territorial self-governing units. Specifically, the thesis deals with problems connected with the current situation of this division. In the first part of thesis, the basic terms and the historical development of public administration in relation to the territorial division of the state are defined. Then the territorial administration reform after 1989 and its phases are characterized. The other part deals with the performance of direct state administration and the performance of indirect state administration. The last part deals the current administrative territorial division of the Czech Republic. The problems with the current situation and with the options of the future administrative territorial division according to The bill of territorial administrative division of the state are described there.
