Diplomová práce je v teoretické části zaměřena na systém sociálních služeb v České republice v návaznosti na legislativní změny v této oblasti s důrazem na standardy kvality. Současně se zaměřuje na východiska pro proces transformace pobytových sociálních služeb pro osoby se zdravotním postižením. V praktické části jsou prostřednictvím analýz dostupných zdrojů dokumentovány nové nástroje procesu transformace, které byly a jsou uplatňovány v Moravskoslezském kraji, včetně příkladu funkčního modelu metodiky procesu transformace v konkrétním zařízení sociálních služeb. Jsou dokumentovány změny ve struktuře služeb v tomto konkrétním kraji, dopady transformačního procesu na jednotlivé aktéry a provázanost se zaváděním standardů kvality do praxe v praktickém fungování transformovaných zařízení s přímými dopady na uživatele, zřizovatele i pracovníky těchto organizací.The theoretical part of this thesis focuses on the system of social services in the Czech Republic in response to legislative changes in this area with an emphasis on standards of quality. Furthermore, it focuses on the basis of the transformation process of residential social services for people with disabilities. In the practical part, there is a thorough analysis of available documented resources new tools for the transformation process, which were and are applied in the Moravian-Silesian Region, including the example of a functional model of the process of transformation, in a particular social service. The changes in the structure of services in this particular region are documented, as well as the impact of the transformation process on the individual participants and coherence with the introduction of quality standards into practice in the transformed social service with direct impact on its users, the founder and the employees of the organization.
